Minimum parking rules removed

Auckland Council today, February 11, 2022, amended Auckland’s Unit Plan to remove minimum parking requirements for developments across the city, in line with central government guidelines.

The government has changed how councils nationwide can provide on-site parking, one of many new requirements set out in its National Policy Statement on Urban Development (NPSUD).

The NPSUD directs all New Zealand councils to remove minimum parking rules from their planning documents by 20 February 2022, with the exception of accessible parking or mobility, which councils may still require.

John Duguid, chief executive of Plans and Places, says the council is required by law to implement the NPSUD.

“To meet its statutory deadline, we have updated the Auckland Unit Plan on February 11, 2022 to remove on-site parking requirements to serve new and existing property and commercial developments.

“Council will provide accessible parking as part of a change of plan in August 2022.

“The government has also asked us to make these changes without a statutory plan amendment process, meaning no public consultation or council decision required.

“Over the past year, many councils across the country have already made these changes, including cities like Wellington and Hamilton. In Auckland, we already have no on-site parking requirements in some places where public transport is very frequent.

“However, these requirements have been removed for new developments anywhere in the city and the council can no longer require developers to provide on-site parking. This does not preclude on-site parking from being provided by choice, but those decisions will be made by landowners and property developers.

“Existing developments required to have parking lots as a condition of consent must request a consent amendment under the RMA to remove all required on-site parking lots,” Duguid says.

Additional Plan Change Investigations

To ensure that future developments without on-site car parks are well-designed, safe and accessible to people, Auckland Council is considering other potential changes to Auckland’s unit plan.

“We are currently reviewing our own changes regarding appropriate access for residents, pedestrians and emergency services, on-site bike and micro-mobility parks, on-site pick-up facilities, and drop-off and loading”, says Mr. Duguid.

“Additionally, where developers choose to provide off-street parking, we are exploring new rules for providing electrical connections to install smart chargers for electric vehicles.

“The board will consider how it moves forward with these potential changes in the first half of this year, before making decisions on wider changes to Auckland’s unit plan in August 2022.”

Auckland Transport reviews its parking strategy

The removal of parking minimums and the effects this could have on on-street parking in Auckland is being considered by Auckland Transport as it updates its parking strategy for the first time since 2015.

Auckland Transport’s head of integrated network planning, Andrew McGill, said Auckland’s roads exist to get people around our city, so it’s important they don’t get congested as they become de facto storage areas outside new developments.

“We are currently reviewing our parking strategy to ensure that the growing demand for on-street parking does not bring our streets to a standstill and inconvenience people moving through our city, whether by bus, bicycle or car. car,” says McGill.

“It’s fantastic to see so much development happening in our city, but it’s important that we find the right balance so that this progress doesn’t prevent us from making significant progress in improving the transport network on which Aucklanders count to move. daytime.

“The people of Auckland will soon be able to have a say in our draft parking strategy, which will include a wide range of changes to help us better manage parking in our city for the next decade.”

AT plans to consult on its draft parking strategy and associated parking plans in April, pending approval from its board and Auckland Council’s planning committee.
